JOB SUMMARY:  This position is responsible for managing land assets from project inception through model opening and tract acceptance. This includes the ability to conduct technical feasibilities, secure necessary entitlements, engineering plans, permits and other governmental or quasi-governmental approvals needed to develop lots and build houses. Responsible for bidding, hiring and managing contractors and consultants for all necessary land development and engineering work. This position is split between the Division office and the field locations.

Describe the duty/responsibility*
Acquisition Due Diligence
- Research and prepare fee & tech and development budgets for new properties
- Develop project timelines for new community openings
- Review, analyze, and summarize all risks, i.e.; environmental, political, entitlement, engineering, and/or development related
Land Entitlement and Government Approvals
Review and processing of tentative maps, zone changes, final maps, civil engineering plans, goetechncial report, LAFCO Applications, CFD Formations, LMD Annexations, architectural permits, DRE/BRE approvals, CC&R’s, long form disclosures, environmental approvals. Work with staff and elected bodies to manage approval process.
Final Engineering and Forward Planning
Contract and manage team of consultants which will likely include; civil engineer, geotechnical engineer, landscape architect, land use attorneys, dry utility consultant, DRE/BRE consultant, CC&R’s consultant, long form disclosure consultant, title company, biologist, KBA, and CFD consultant. Prepare and manage consultant schedule.
Land Development
Bidding, contracting, managing land development contracts/contractors, swppp consultant i.e., grading, water, sewer, storm drain, PG&E contracts, joint trench, paving, curb & gutter, and landscaping from project inception through tract acceptance and bond exoneration. Prepare and manage land development schedule.
Architectural Permits
Prepare and process all conceptual and construction drawings for project architectural product through staff and public hearings (as needed)
Budget Management
Responsible to prepare and maintain fee & tech and development budgets and communicate budget status as needed to Division Finance and NAPA personnel

Education/Certifications/Licenses     
Bachelor’s Degree preferred  (Civil Engineering, Urban Planning, Architecture, Construction Management or similar discipline)


Experience

Forward Planner / Project Manager:  The ideal candidate will have 3-4 years of experience in site development, forward planning and entitlements,  experience in Civil Engineering, Architecture, Landscape Architecture, Public Planning and/or Forward Planning with a familiarity in dealing with Governmental Agencies and Project Management


Knowledge, Skills & Abilities
- Proven ability to manage multiple priorities in efficient and accurate manner
- Solid understanding of Civil Engineering Principles
- A complete understanding of fundamental Real Estate and Urban planning concepts
- Must be highly organized, detail oriented and self-motivated 
- Must have excellent communication, follow up and problem solving skills
- Proven ability to multi-task and complete tasks within a scheduled timeframe
- Profeiceint in using Microsoft Office Suite, Excel, Word, and Microsoft Project Scheduling Software
- Willingness to travel as needed
-  Strong analytical skills
- must be familiar with architectural blueprints and civil improvement plans


Work Requirements
- Must work 8-hour days (during core business hours) with flexibility for longer hours as needed
- Must conduct business in a professional and ethical manner to potential buyers, external business associates and coworkers to reinforce goodwill and profitability for the company.
