JOB SUMMARY:  The Forward Planner works closely with the Forward Planning Manager and Land Development Team to meet the Divisions business strategies.  The Forward Planner will be the liaison between KB Home and Governmental Agencies during the entitlement process as well as all departments in the Divisions.  The position will be responsible for coordinating and processing all development plans for new communities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Acquisition Process
  • Prepare key documents that support various land processes. 
  • Coordinate the retrieval of pertinent information to include in the Land Packages.
  • Assist with reviewing title commitments, exception documents, review of surveys and other due diligence materials, and complete risk analysis. 
Entitlements - Work with Local, State and Federal agency staff on behalf of KB Home
  • Process Environmental applications and permits for approval
  • Process applications for Planned Development, Rezoning, Tentative Map, Development Agreements, Design Review, General Plan Amendments, and Variances   
  • Attend, participate, and present at City Council, Planning Commission, and Public Outreach Events
Plans & Permits - Manage processes from start to final approval, including conflict resolution:
  • Tentative Maps, Final Maps, and Condo Plans
  • Improvement Plans (in-tract and off-tract)
  • Dry Utility Design (electric, gas and communications)
  • Landscape Plans (in-tract and off-tract, and other public amenities)
  • Precise Grading Plans, and Phasing Plans
  • Thorough review lot fits for accuracy
  • Agency Agreements (Affordable Housing, Subdivision Improvement, Development, Reimbursement)
  • Lot-line adjustments, Right-of-Way (ROW) Acquisitions, Easements, Land Dedications 
Project Management
  • Manage a team of consultants to include: Civil/Structural/Geotechnical Engineers, Landscape Architects and Biological/Environmental/Cultural/Paleontologist/Archeologist consultants. 
  • Assist with creating and maintaining entitlement budgets.
  • Review engineer schedules weekly, work with consultants to ensure all necessary documents and fees required for improvement plan and final map processing are obtained in a timely manner.
  • Responsible for notifications to coworkers of approved plans and recorded maps. 
  • Manage Public Report process and long form disclosure, ensuring timely submittal of accurate application.
EDUCATION/EXPERIENCE/MINIMUM REQUIREMENTS:

Education 
  • College degree preferred in Civil Engineering, Urban Planning, Architecture or a similar discipline. 
Experience 
  • 3+ years experience in Civil Engineering, Architecture, Project Management, Public Planning, or Forward Planning with a familiarity in dealing with Governmental Agencies and Project Management required
  • Homebuilding or residential real estate a plus
Knowledge, Skills & Abilities 
  • Must be highly organized and detail oriented
  • Self-motiviated to move projects to successful completion
  • Must have excellent communications skills
  • Must have excellent customer service and conflict management experience in order to represent KB HOME when interacting with government agencies
  • Intermediate proficiency in Microsoft Office Suite (particularly Word, Excel, Power Point)
